当前 Binance Card 与已经停止的欧洲 Visa 卡属于不同项目。Global Program 由 Immersve Limited 发行 Mastercard，目前只有虚拟卡，可从 Spot、Funding Account 中设置至少 3 种、最多 12 种支付资产，并可绑定移动钱包后用于线上及线下非接触消费。巴西版本由 Pomelo Instituição de Pagamento Ltda. 发行 Mastercard，提供虚拟卡及实体卡，支持 BRL 结算、ATM 取现和分级 KYC 限额。两套项目均采用实时加密资产转换，但地区资格、费用、支持资产、返现和 ATM 能力分别执行。

2、香港：当前不支持香港居民申请现行 Binance Card；境外已合法取得的 Mastercard 可在香港相应线上及线下受理商户使用。
3、澳门：当前不支持澳门居民直接申请现行 Binance Card；境外已发行卡仍可在澳门接受 Mastercard 的合资格商户消费。

Scam platform at best
Tried to withdraw 191€ to my bank account. Binance failed the transfer and refunded me 116€ only. Appeal got rejected without details and customer support is not answering. 40% of my money is gone just like that without any explanation or fees breakdown. Dear Binance Compliance & Senior Management Team, I am writing to formally appeal the unjustified restriction on my account under Case ID #172492688 and to request the immediate release of my funds. Here is a clear summary of the situation: Sole Ownership: I am the 100% sole owner, creator, and only user of this account. All funds and transactions originate personally from my own "Jaib" digital wallet and verified sources. The Misunderstanding: During a previous video verification, a family member accidentally walked past in the background. He has absolutely zero relation to my account, my trading, or my funds. Unsupported Demands: The live support team has been insisting on an impossible requirement—demanding that my brother be present with an official ID. He is currently traveling/unavailable, and more importantly, he does not even possess an official ID, as he has nothing to do with this platform. Provided Documents: I have already submitted all requested personal documents, IDs, and transaction proofs/receipts to prove my legitimate ownership. I have been stuck for days, unable to withdraw my hard-earned funds due to this bureaucratic deadlock. I kindly ask the senior management and Risk Control to review my case fairer, drop this impossible requirement regarding my brother, and verify me directly so my account restriction can be lifted today.
