The PAYEER Card is a multi-currency crypto prepaid debit card offered by PAYEER in its early days, officially named PAYEER Platinum MasterCard. It was available as a virtual card and a plastic physical card. Users could load funds from their PAYEER account, either in fiat currency or balances converted from crypto assets, onto the card for online shopping, in-store purchases, and ATM withdrawals settled in USD or EUR. The card program ceased issuance long ago; PAYEER's overall services were shut down in late 2025 due to an EU trading ban, and registration, card issuance, top-ups, and spending are currently unavailable.
The PAYEER brand operated through entities in Georgia, Estonia, Lithuania, and Paraguay. Before closure, the listed entity was PAYEER E.A.S., registered in Paraguay with registration number 80140848-2, but the Lithuanian Financial Crime Investigation Service confirmed that this Paraguayan entity was not registered as a crypto asset service provider in Lithuania and was not subject to its supervision. The historical PAYEER Platinum MasterCard was issued by Wave Crest Holdings Limited, a Gibraltar electronic money institution, under a Mastercard license, with PAYEER handling the wallet, balance conversion, and customer interface.
PAYEER Platinum MasterCard used a separate prepaid balance model. Cardholders first had to hold or exchange USD or EUR in their PAYEER wallets and then transfer the balance into the card account. Merchant transactions did not deduct funds directly from an on-chain crypto wallet. The historical physical card supported a chip, PIN, online transactions, in-store payments, and ATM withdrawals. It was valid for three years and was offered in USD and EUR versions. Different top-up and ATM limits applied to unverified and verified users.
The card was issued by Wave Crest Holdings Limited and could historically be used across the Mastercard acceptance network. After the card network and issuer tightened card operations outside the European Economic Area in 2017, PAYEER stopped issuing new Mastercards and subsequently terminated the existing cards. The PAYEER wallet and trading platform continued operating for a time, but the EU placed Payeer on its transaction prohibition list in 2025, and the website now clearly states that the service is closed.

Reactivation is the key word for successful withdraw in the new payeer system, I didn’t get it at the first time now I do, advice is the best thing you can get from someone who loves you. I know many people won’t understand this if I didn’t explain well enough. When I heard about the new payeer system I didn’t believe that much but at the same time I can’t lose my money just like that without giving it a try which I tried and first step was that I was asked to merge my account then here comes to the second step I was asked to verify my kyc which led to the third step account reactivation but I didn’t agree with the account reactivation process because I was asked to deposit into my account which I was not sure of if it will work if I deposited for my account reactivation so I left than I told my mom who is now 71 years old about it here was what she said to me ( TRYING IS NEVER A SIN BUT GIVING UP IS AND IT IS WHO GIVES UP HE/SHE IS THE LOSER ) so I understand the language cause I always believed the my mom is so wise, then I went back to the new payeer system and clarify things again with them and made the deposit this was how my account was activated immediately and I was able to withdraw my money back without wasting any time. I am contacting you regarding ticket n°6931836 relating to my withdrawal request.
Following the opening of this ticket, I was subjected to verifications that I carried out in accordance with the instructions of the support. I was then asked to provide my Ethereum and Bitcoin addresses to proceed with the refund, which I did immediately.
In the last message received, dated February 1, 2026, the support told me that my funds would be transferred within 14 working days. To date, February 21, 2026, I have still not received any deposit on my wallet and I have not received any payment confirmation.
This situation worries me deeply. In addition, when I tried to access the site a few days ago, it was no longer functional, which accentuates my concerns.
I would like to emphasize that the funds concerned represent all my savings, necessary to support my family. I am currently a tenant with almost two months of unpaid and I may receive notice. To feed my family, I am forced to go into debt while my money has been blocked for almost three months.

After what happened with Payeer, I promised myself that I would never involve myself in anything related to cryptocurrency again. At the time, I had a total balance of $31,882 USD in my Payeer wallet. When the platform shut down, I immediately contacted their support team. I was instructed to apply for a withdrawal request, which I did successfully. I was informed that my funds would be released within 14 working days. However, after the 14 working days had passed, I received nothing. I attempted to contact them again, but there was no response—not even to a simple “Hello.” This situation caused me serious concern, and I almost believed that I had lost everything.
Despite this, I refused to give up. I strongly believe that giving up means losing, so I decided to carry out my own research. During this process, I discovered that Payeer had recreated its services under a new domain: payeer-exchange.io. I contacted the new platform and was instructed to merge my account. I followed all the required procedures carefully and completed the verification process as directed. Through this process, I was finally able to recover my funds. Today, I can confidently say that my issue with Payeer has been fully resolved, and all my USD funds have been successfully restored.

All I needed to do was merge my old payeer account to regain access. After completing the merge, I was able to log in successfully, and all of my tokens were intact. I then reactivated my account, and once the process was complete, I was able to withdraw my funds without any issues.

El día 3 de febrero, la plataforma Payeer cerró completamente su página web y todas sus direcciones de correo electrónico oficiales, dejando a millas de usuarios en todo el mundo sin acceso a sus cuentas y sin posibilidad de retirar sus fondos.
En mi caso personal, la pérdida asciende a USD 750, pero existen millas de afectados y el monto total retenido podría alcanzar millones de dólares a nivel global.
Es importante aclarar que, antes del cierre definitivo, la plataforma ya no operaba con normalidad y los retiros estaban bloqueados. Esto significa que los usuarios no podían disponer de su dinero, lo que podría configurar una retención indebida de fondos y no simplemente un problema técnico o comercial.
He intentado comunicarme con las autoridades de mi país sin obtener respuesta. Asimismo, me contactó con autoridades de Estonia y Lituania, países donde, según información pública, los directivos de Payeer residían, operaban o estaban registrados.
Dada la magnitud del caso y el posible carácter penal de los hechos, es fundamental que los damnificados:
Reúnan toda la documentación posible (capturas de saldo, comprobantes, correos, historial de transacciones).
Presenten denuncias formales en sus países.
Denuncien también ante las autoridades de Estonia y Lituania.
Se organicen para evaluar acciones legales conjuntas.
